No, they do not have the power to limit the spreads because the quotes came from the market participants and it has nothing to do with the regulators. Their main task is to monitor the brokers'

If the spreads of the broker is so much and unbearable, I think the regulator have the right to summon and question the company. It's their work anyway to monitor them,
